2009 is THE year for climate legislation.  If the United States is going to have any legitimacy asking China and India to reduce emissions, we need to pass strong climate legislation before Copenhagen in November.  Remember, the chairman of the IPCC said that what we do about the climate in the next 2-3 years will determine our future, and that was in 2007!
